The language issue is not much different for we Americans. We mostly expect other countries to speak English, so foreign language education isn’t pushed throughout the education process; leading to a forgotten “skill” past high school. When I was growing up in Germany, they started english in the 5th grade (I’m ha-fu as they say in Jpn). The expectation in Japan may be different, but the result is the same.
