Realistically five miles or so outside the gates would probably be far enough. People didn't travel far, and a two hour slog out and home is a long way for a leaderless mob, especially when the people they have a beef with are right there in the city. "Tonight we trudge! Tonight we sleep in the rain!" just doesn't have the same ring.
