and eyeball
something you can do with hair textures sometimes is just leave a little alpha at the bottom, then use planes and have the root come from where the hair roots would be. use a color ramp inbetween the image texture and shader to control the edges a little more.
for modeling just fiddle around with 1 plane at a time, it should take at least 5 or 6 total planes to get a full head of hair like this. was just messing around with this technique for a new npc type guy.
