He's evil and cruel, but not completely stupid. This was an event supposed to test the proof of a concept, not a war-winning superweapon.

While things on Atlas were bad, I feel they are pretty much local problems and if things went out of hand, they could simply use that excuse to unleash full military campaign and reform the planets in the aftermath.
