[PC] Custom Platforms "Refresh"

This bounty is to update the PC Custom Platforms mod and add additional features.
Basic requirements:
- A Beat Saber mod for PC, compatible with BSIPA. It can be made from scratch, or built off of an existing mod.
- Must be open source, reasonably easy to maintain, and reasonably optimized.
- Must be released with an Open Source Initiative approved license. (MIT is most common for Beat Saber mods)
Specific Requirements:
- Custom platform selection menu in game. Must be able to load .plat platforms like the ones stored on ModelSaber.
- Must be able to use custom platforms in main menu scene, and in song scene.
- Must have an extendable event manager that can trigger custom events such as Full Combo, Nth Combo, Level Failed, etc. See CustomSabers as an example
- Clean example Unity project that demonstrates how to make a platform and use the events system.
What is a Mod Bounty?
