I wasn't sure what kind of outfit to give Charlotte. I considered something sexy, if there were any past events that suggested a certain outfit, or giving her the other outfit I considered for Annie (the blue slightly birdish one). BUT I thought something bizarre made the most sense.
My whole idea for this was to give Annie her first villain, and make her underestimate the situation. Make mistakes, but not have her be stupid or not take it seriously.
