Yea, Shinokuni as a gas the first time was pretty ineffective because a lot of people survived by getting somewhere safe. So, all Cesar did was add the petrification so they don't get away. Pretty fucked. Edit: Yea, some bits are way drawn out.. I recommend reading the manga alongisde the episodes, just to get some more context and see how stuff was intended. Some is worse, some is better, it's just fun to compare :)
