Changes to Idea Gatherings

For the sake to diversify and attract more participation; I decided to add these regulations to the Idea Gathering process:
- Idea 1 week Cooldown: for the sake to diversify and enrich participation, ideas that did not won can't be posted in the follow up convocation of ideas. They can be posted At the next idea gathering. For Example, if the idea didn't won on Week 2 can be posted until Week 4.
- Repeating characters on the Weekly poll: If your idea features a character that has been mentioned in a posted idea on the Idea Gathering of that week, plese consider posting another idea.
Depending how this regulations develop, I might make further modifications.
