For me, settlement crafting is oddly out of place in a survival focussed Fallout 4 list. It ends up diluting the core exploration and quest gameplay loops, and becomes an easy source of infinite resources. Radfall attempts to rebalance that, and make the experience of building settlements rely more heavily on what is already there, and on salvaging particular items in the world instead of just vacuuming up every random piece of junk.
Within LitR, these changes are paired with a selection of pre-built player homes, as well as mods that heavily rework the minutemen questline, and my Settler Built Settlement mod. If you're not running LitR, I recommend grabbing either it as a lore friendly alternative to the drudgery of settlement building. But, if unlike me you enjoy the settlement system, Radfall does come with MCM configurations to revert the workshop menu changes.
Also of note, if you're using LitR, that Couches now count as settlement beds, but because bug with vanilla couches not being registered properly.

The player is forced to use what already exists in a settlement, instead of terraforming it from the ground up into a new city. Almost all the structures, furniture, and decorations have been completely disabled from the build menu. (configurable in the MCM)
Most quest-locked and faction locked recipes are still available
Looted scrap has a purpose, a lot of items that were previously scrapped down to smaller components are now unscrappable and are used in crafting, like Fuses, Lighters, and Lightbulbs. Some other Misc items have been made uncraftable, and left as valuables
Recipes are more difficult to craft, requiring more ingrediants and perks, but are also more rewarding. Defense, food and happiness bonuses have been added or increased.
Crafting mattresses require pillows, which can either be obtained by scrapping an existing one, or buying it from a trader, or found in the world. Regular beds with a frame are now completely uncraftable (except in interior player homes), with the goal of paying for a night at an inn to get the well rester and lovers embrace bonuses. Couches now count as settlement beds (although aren't usable by the player).
