Emma will unlock a new outfit depending on her corruption level and the choices you’ve made throughout the previous chapters. Your decisions do matter, and her look will reflect the path she’s slowly taking…

I think both are appropriate for different levels of corruption. The crop top and short shorts seems good for higher levels of corruption that she can be at, while the short skirt crop top combo can be more of a middle ground. Something like If corruption >= 2 skirt else if corruption >= 4 shorts else outfit. Or however you specifically have your variables labeled and whatever your middle and upper limits of corruption can be. I haven't looked super closely at your code yet.
