Model has hair (geometry) and is quite heavy. Hair can easily be removed since it's only a grouped object.

Hi. Very strange, could it be something with unit setup in max, so that normal maps are crazy exaggerated?

Hey, not sure what's happening but I'm having a hard time getting your latest scans to look proper. They're looking very rough. Attached screenshot https://imgur.com/a/OANSyPq Using 1.4.1 Fstorm. Ray threshold is already small 0.001cm.
